Electronic public services are an opportunity get away from paperwork for the citizens, but they are a duty for organizations, particularly for banks according to FL № 210 "About public and municipal services provision development" issued on 27.07.2010. According to the normative act issued on 1/01/2013, all financial institutions shall become IEIS (interdepartmental electronic interaction system) participants.
IEIS is presented by 84 units developed by Oracle company and placed in seven data processing centers of "Rostelecom". Today the service of bank connection to IEIS is provided by a number of Russian companies.
IEIS keeps electronically stored correspondence history at the interaction between state agencies and service recipients at the performance of certain obligations by power bodies. The system contains information on technical resources which allow to provide and get services in electronic form.
According to the RF Government decree № 1471-p issued on June 1, 2013 the state agencies connected to IEIS shall respond to all bank requests. These state agencies are also presented by the Federal Tax Service, the Federal Bailiff Service, Rosreestr, the Federal Migration Service.
Thanks to IEIS banks have the opportunity to update regularly its customer base, to offer a wider range of services to citizens and legal entities, to automate the process of information provision at the request of public authorities, to use the data, which help to build business processes smarter within a credit institution, to obtain information about bank accruals repayment by citizens.
IEIS reduces the risk of a corruption situation as the parties do not communicate with each other personally but only via the system interface. The use of IEIS also reduces the cost of public services at the expense of the participants' self-service via Internet.
The participation of financial institutions in the interagency electronic interaction is also favorable for its clients: they become free from the obligation to collect a large number of documents for obtaining a particular public service, which is provided traditional bank service channels.
The existence of public services in electronic form is associated with UEC - universal electronic card. UEC is a tool for health, education, transport and banking services provision. On the one hand, UEC is a paper which identifies a holder, on the other it's a bank card, a certificate of mandatory pension insurance, a mandatory health insurance policy. UEC registration allows credit institutions to attract the attention of new customers.
Connecting to IEIS is easier in a case of existence of electronic document management systems (EDMS), the bank implementation of which is being increased. EDMS shall minimize the turnover of organization paper documents, ensure the compliance of terms for prescribed works performance, combine the information into a single electronic database.
The electronic document protection is provided by electronic signature (ES), which allows you to sign legal documents. First Russian standard of ES was developed in 1994 by the Federal Agency for Government Communications and Information supported by the Russian Federation President. Since 1/01/2013 the ES standards started to be established by
GOST R 34.10-2012 "Information Technology. Cryptographic protection of information. The design and verification of digital signatures".
Talking about plans and projects for 2014, the head of IT department of "International Finance Club" bank Vladimir Beskrovny says: "We are working on the implementation of electronic document management system. It is more about an update, since we already have the system of document archiving and management but it ceased to meet the necessary requirements and became outdated. We are in a phase of this system active implementation. We plan to launch it in the coming months".
According to the banking community expert opinion, the system of electronic document management allows you to monitor the compliance with the instructions of higher authorities, including the Bank of Russia, significantly reduces the area of important information storage, and acts as a stimulus for the enterprise development. EDMS today are no longer just a convenient way to keep records, reach the level of global management with all information resources or their most part.
As a rule, banks are interested in EDMS which are capable of conducting client dossier supporting automatic decisions, contract work, sending of reports to regulatory authorities. In the future, EDMS developers will attempt to increase the period of electronic documents storage.
The Ministry of Finance issued the following document: "Main trends of the Russian Federation tax policy for 2015 and for the planning period of 2016 and 2017". The part of the document is devoted to the further development of electronic docflow in Russian Federation.
